Dear all,

This is the minor change that I promised at the last meeting - mainly to 
include TCP Authentication (RFC 5925). Someone said that this document should 
cite the other TAPS documents for context - very true! we did that too.
Finally, Gorry's comment regarding UDP's "close" (a recent email discussion) 
was also incorporated.

With this update, we authors believe that the document could now be ready for 
WGLC.
