Greetings, all, I've done a final pass of minset; it is IMO ready to go up to the IESG.
(One last impression on reading the document again after having been away from it for so long: the density of parenthetical (!UDP) remarks really does make me wonder why we persist in pretending that UDP is a transport-layer protocol :) but the approach taken here is IMO a good one.) Cheers, Brian
