It is worth taking the trouble to understand how tarsnap works. If you perform a backup today, only those files present will be on the backup. If you want not to incur the storage costs for files that are no longer present, you may delete previous backups. Files that are unchanged between backups benefit from de-duplication code, so apart from a small incremental cost of metadata, you aren't paying to store the same bits more than once.
