Just in case others are looking for the solution to this. The solution is to NOT create the cache dir ahead of time; I was trying to setup a particular shared environment. Whatever user is used to run tarsnap should have write permissions in the parent folder of whatever cache directory path you specify. The permissions on the created cache directory will be rwx------. Essentially, unless you're running as root, this means cache directories can't be shared.
