Yep you can, though it can take a few steps. I suspect there are
multiple ways to go about it. Here's what I do:

I downloaded a free program called Free Sound Recorder. So far it
doesn't seem to have infected my computer with malware, but my fingers
are crossed... it's probably safe. You start the program, then you
play your streaming signal and it gets captured. You save the captured
audio to a file.

I usually edit then the file with Adobe Audition (not at all free!).
You could also use the free Audacity for this, I think. Editing would
mean mainly trimming the ends off your recording, and possibly
splitting it into separate tracks if that's what you want to do.

Then you use a capable CD burning program to burn the CD. If your CD
burning software is less capable, you may have to convert the format
to a wav file before you can burn it. I think you may be able to use
MS Media Player for that, but I am not sure. My burning software
(Nero) is pretty capable.
