Thanks for the explanation Stian. It sounds to me like the dispatch stack is not working quite correctly. The Retry layer should not be asked to forget the data for job [3,1]. Something must be wrongly interpreting the delivery of data for [3,1] as corresponding to the completion of a job [3,1].
