It could be remnants of how the credential manager worked with GUIs
before this SPI was extended to do any kinds of password.

It meant that activities like WSDL and caGrid had to pop up their own
UIs if the credential manager did not have the username/password -
WSDLActivity has been updated to only use the credential manager
(which would pop up the UI) - but the CaGridActivity is probably not
updated to do so yet.
