Not currently.  The plan is that the workflow event listener mechanism 
would be available on any workflow executor - Taverna server or the 
execution engine built into Taverna workbench.  It would then do stuff 
when a condition was met during the workflow execution.  The main use 
case so far has been people asking for notification when the workflow 
run reached a certain stage, or when something went wrong e.g. a service 
failed.

Implicitly yes as the normal engine will be a workflow executor.  I am 
not sure what plans there are to expose it in the UI.
