Hi, You should be able to find it under Advanced->Updates and plugins menu, then click the "Find new plugins" button in the pop-up dialog and then finally the "Add update site" button.
Could you send us the url to the documentation you used? It may be from some older Taverna 1.7 tutorial. If not, we need to correct it.
