Has anyone had any success setting up a Taverna plugin project within
the NetBeans IDE? I have been able to set one up within Eclipse

I don't have any experience with this so won't be able to help.
If anyone can point me in the right direction for setting up Taverna
Plugins in NetBeans I would be greatly appreciated. However if someone
has an easier suggestion for an external Forms Builder IDE
(FREE Preferred) I would also be thankful.
You could try WindowBuilder Pro
(http://code.google.com/javadevtools/wbpro/index.html) which Google
bought/developed and have recently open sourced and given to the Eclipse
foundation (http://www.eclipse.org/proposals/tools.windowbuilder/). It
supports visual GUI building for Swing, SWT and GWT.
Let us know how you get on with this if you decide to use it :)

Jits
