I think your problem is here. You are sending the filename in the XML with a 
space either side of it so Taverna is trying to find a file called " hello.txt 
". I have just tested this myself and seen the same failure. Could you try 
changing that line to

<ns2:file>hello.txt</ns2:file>

and trying again?
