I'll tell you what I do to keep my The Bat! settings from installation
to installation. I have exported both [HKEY_CURRENT_USER\Software\RIT]
and [HKEY_LOCAL_MACHINE\SOFTWARE\RIT] to two registry files (you might
mix them in just one archive too).
I also have the directory for my mail on a separate partition where I
keep settings from my programs (Netscape, Windows Profiles dir...),
the MyDocuments folder, and everything else I want to keep when I do a
reinstall.
Now, whenever I do a fresh install of the operating system, in
order to use The Bat! I install it as if it was the first time; this
way I get the shortcuts created, and the registry associations
for .msg archives and the mailto: protocol set (not that I could not
export that from the registry too, but I found it easier this way,
since I didn't have to search too many things on the registry).
Then I go on with the normal installation until I am asked what
account I want to create. At this point I press cancel, The Bat!
quits, and here is when I import the registry keys I have on my two
.reg archives. That done, I run The Bat! again and I have all my
accounts as they were before. And what is more important (from the
point of view of doing it all again), all my column settings and even
my registration information is automatically set.

I can't confirm that I did it, but I'm pretty sure that I used this
same method when I installed The Bat! on Win2K for the first time,
with the registry keys from my Win98SE installation. I do not know
about WindowsME, but between Win98 and Win2K reg keys, there is only a
small difference on first line stating which version of the registry
editor was used to generate the file. I merely changed it to suit
Win2K registers, although I can't remember if that was needed or not.

Anyway, I's also vote for .INI files. I really hate how all these
programs you get from the net bloat your registry, and even after
removing them, some registers remain (note that I am not saying The
Bat! does this). I much prefer having everything a program needs
inside its folder. There are special cases when the registry comes
useful, as for a program you might run from different paths (imagine a
Video player you store on your CDs together with a movie, if I have
some settings already on that computer, I like them to be used). But
in the case of The Bat! for example, I do not see the point. (I might
be wrong of course, I'm open to hear any reason it should be the way
it is now).
