In the message editor window, the TO field, click the little address
card button on the far right, then the address picker window will pop
up, and it has the add/remove arrows on it. I believe they have been
there for a while.
BTW, this bug is confirmed here. After using the "<<<" remove all
addresses, it clears the addressee pane just fine, but when you click
the OK button, it places the first address that appears in the address
book group you were in into the TO field.
