Here are my related settings, maybe there are a difference:
In Account Properties - Files & Directories:
Files Attachments are stored:
( ) Separate from messages in Special Directory
(X) In message Bodies
[X] Delete attached Files when a message is deleted from Trash
folder
[ ] Bind attachments only while sending out Mail
In Account Properties - Templates - Forward:
[X] use MIME standard for Forwarding
