What is the charset= header? I am a bit surprised, because I have just
been convinced that TB does in fact get this right.

I think you are talking about the MAPI implementation. Yes, up to now,
the account marked as "Use this account for mail-to URLs" will be
used. I hope this limitation will be fixed soon.
