Nope.  By  default  I  run  without any toolbar in the editor. But for
testing  purposes  I  enabled all toolbars and none of those showed me
the ability to change the format.
However,  both  the  status bar and the main menu offer the options to
change the editor.

I  can  only  confirm that for the main menu and the status bar of the
editor. What toolbar offers that option?

Those options stay available via both the main menu and the status bar.
At  least  they stay that way for this reply and my tb-lists group has
the %SetEditor macro defined.
