The W3C documentation itself shows all reference URLs in this format.
Please could you give us the reference here just so that we can all
get the context right?

That all depends on what it says in the reference document. If that is
the correct was to show a URL in a hypertext document or *anywhere*.
If the former then it is a feature request. If the latter then it's a
bug.
