I had a similar problem. Try this to fix it:
Under OPTION/NETWORK set LOCAL AREA NETWORK
Under *each* account set the Network properties to also use a lan.
The mail manager window will appear when you poll, mail will be
collected but it will not dial. It just worked for me and I had been
having the same problems as you with my cable modem connection.
