I saw similar behaviour but with icons in Windows 7 taskbar. Generally when you move mouse cursor over open program icons in the taskbar the whole area highlights with icon colors. For example when you move over TB! icon whole rectangle is yellowish and program tooltip appears. Later it disappears. The problem with TB! is that when TB! is open there is enourmous lag between when tooltip appears and disappears.
