I just ran some test after a lot of "working with the file associations features in Windows 7 64 bit. There is some very wrong at this point. The file association illustrates there is something incorrect given The Bat symbol is not tied to the association. When I did get it to work, I had to use the Microsoft Windows flag to get it to work instead of the bat. This really needs to be nailed down before product goes to market.
