As for v5 (5.0.12.12) - file names with such characters (RUS, PL, CHN) were imported correctly on ENG OS (W7 x64). On both version there is a delay while importing if names are different than short 0000.EML to 4000.EML. Might be a that the name has other than OS system characters or it's just parsing a whole name and it takes longer.
