Because what you say is just a question of definition. Even if this does not qualify as a bug, it may still be a FAIL. We don't even know if this behaviour was intendet (which I cannot imagine, since it is of disadvantage to the user). If it was not intended then this should be fixed. If it was intended and does not make sense, then it should be fixed as well. I changed the subject.
