They offer several possible problem causes - such as that you aren't using the correct user name when authenticating for SMTP. What is your setting in the outgoing mail server area - do you have the login data entered there too (of so, double-check it's correct), or do you have it set to "like when downloading mail" (which is usually smarter, if the login data is the same, as it prevents errors)? The final message obviously says you have tried too often - that is most likely only a consequence of the problem, not the cause.
