Including ones like F2 or Alt-F2. The reason was the other edit window with the HTML message, still having the error notification open. It seems like an open notification in another TheBat! window - even though no modal for the entire program and not immediately recognizable as a problem, eats/blocks key shortcuts for the entire TheBat! instance.
