Having to friggle a lot until I get two toolbars onto the same lines is highly annoying. They alwasy "click" onto the line above or below.
       Confirmed. But not consistently.

Funny enough, the way the toolbar shows each time I start TB! is not consistent. What is consistent though (at least over here) is that it never shows the way I last configured it.
