Not on old SKS keyservers (ok, i know these were spammed already!):
See
http://pool.sks-keyservers.net/pks/lookup?search=0x2CB834DC4A705DC3&fingerprint=on&op=index

But here i foudn you:
See https://keys.openpgp.org/search?q=stef%40ritlabs.com

So i need to use this server in gpg.conf this:

  keyserver hkps://keys.openpgp.org

instead of

  keyserver hkps://hkps.pool.sks-keyservers.net

and my extra setting in gpg.conf is:

  auto-key-locate local,wkd,dane
  auto-key-retrieve

is already set.

I could retrieve your key now. :-)
