To make _new_ messages store the attachments inside, go to account
preferences, the Directories and Files page. There is a switch there.

To make old messages (that are already in your accounts) keep the
attachments inside, you have to make a backup, then restore. I haven't
tried this, so smth may not work (backup\restore is a new
functionality, which wasn't tested as extensively as other parts, so
some bugs still present there). The backup should be made with the
following setting on: "Store external attachments into message
bodies". I would recommend first create a manual backup of the whole
MAIL directory, then create one backup file containing all accounts
(without address books - the restore of address books is a bit buggy)
- that is using TB Backup facility, then delete all the accounts from
TB (I suppose that TB does not allow to delete all accounts - only all
but one, so delete the accounts, then delete all folders from the last
account). Delete the "Attach" folders from every account. Now make a
restore. After that check carefully that all mails were successfully
imported (you might want just to compare the whole number of messages
in account with that before the procedure) and that the attached files
are still in the messages and _that they can be opened without
problems_.

Another procedure is to export every folder to a UNIX mailbox, delete
the messages, then import the folder back (provided that the setting
for the account is already to keep the attached files in the message
bodies).
