I imagine this would be very useful in general, if there are common manipulations (in particular, junk mail filters, in my thinking) that one would want to apply to all incoming mail from all accounts. It might be nice in such cases to have a single set of rules to maintain for these common functions, in order to avoid having to manually reproduce them several times.
