I'd generally say that the character you see _now_ in the subject is never used anywhere - it's always a hint that there is an error. The subject should be "Re: �-Symbol in Subject (and �)" [hoping that it's right here, two times the EUR symbol]. You can check yourself: Write a mail with � in the subject. Put it to the outbox.
