As for me, the "View" menu is usually used for setting various display
preferences - column headers, ascending/descending sort order,
threading/no-threading, etc. "Account" menu, in turn, only pertains to
account-specific data - while the Address Book contains all possible
address books, not only the current account's (I'm talking single-user
mode).
That's why the Address Book fits in well in the Tools. "Sorting Office"
is per account, hence its location in the "Account" menu. Other "Tools",
in turn, are SmartBat (who uses that?? o_O), searching, and backup
features.
Personally I'd reorganize things a bit - add a File menu for
saving/importing messages and/or attachments, and move the main heroes
("Get new messages", AB, PGP) in there. But it's just me. :)
