Seems you misunderstood something a little bit.
If there are two delimiters and signature is only shown starting with last
delimiter there is no RFC violation.
So if you don't see different colored starting with first delimiter I'd say
TB! is working as expected: taking the last delimiter.
Nevertheless it seems to orientate for answering on the first one, that's
correct.

So there are two problems to solve:
- TB! should be consequent and use as cut-mark for quotes the _exactly same_
  delimiter it does for displaying
- I need to explain to you why it seems to be better for me if TB! only
  recognizes the last delimiter:
  Imagine you get a mailing list in digest mode ... 40 Messages in one mail
  (so: no MIME-Digest ..) and every of these 40 mails contains a delimiter
  ... would you like to read 39 of these mails displayed as 'signature'???
  I can hardly imagine you would like that :-)
