I took your advice, and deleted shortcut.cfg and I can report that the shortcut shows to be ctrl-shft-i in the shortcut editor and the view pull down. ctrl-shft-i, however does not open OR close the memo window, regardless where the focus, message list, preview pane, account tree, or menu window.
