That's the icon you see in the header bar when a message is PGP/MIME or
S/MIME encrypted.
Is it Mark Partous's encrypted message that showed this icon?

The problems seems to be local on your system since there are a lot of
Win2k/XP users here who can't duplicate the bizarre behaviour you're
experiencing.
