Allie, I believe that outbound filters cannot reasonably do what is being requested. The problem is that the filter cannot know what the "current" folder was, at the time the message was queued for sending.
In fact, I would love to have this feature, too, since it means that all my messages on a topic would be in the same folder. Both the ones I receive and the ones I send.
