I second this, though not in Documents and settings, but specifically in
%appdata%. Mail shouldn't be kept in Program Files, because normal users
don't have write permission there.

As it is now, all settings seem to be in HKEY_CURRENT_USER, which at least
allows me to set the mail directories for each user individually, although
TB should automatically take care of these things.
