I posted something on this topic to the TBUDL, but I have since narrowed down the behavior and am wondering if it's a bug with the Beta version I'm using (2.03/25).
The following is based on an installation having multiple user accounts with one administrator. One user account has a full AB, including groups. When that user account is logged on, the AB appears without problem. However, if the Administrator logs on and selects that user's account in the account tree, the AB is not available (a new AB with no entries, except the default TB! entry, appears). Similarly, if the user is made part of a group, and the group logs on, the user's AB is no longer available. It seems to be that an individual user's AB is not available when there are multiple user accounts open.
