I did the following all using IrfanView. First I trimmed it to the right shape and blew it back up to the required dimensions. That didn't make it look any better nor did it shrink the size, but it was a starting point. Next, I saved it as a GIF to get the colours indexed. That only reduced it to about 13kb.
