Such effect is probably caused by well-known problems in If-Then-Else
statements. Small change of syntax in your %IF macro should help. Try
following (exactly as below, including blank lines):

%IF:"%ATTACHMENTS"!="<none>":"Attached file(s): %ATTACHMENTS.
