Yes it does.

Use TB's internal backup system to create a TBK file. Copy this to the
new computer before installing TB. At the point of installation,
during initial configuration, TB asks if there is a backup to restore.
This sets up the registry, mail folders, filters, account properties
and registration details all in one go.

Winzip and Winrar are both GUI apps. The whole point of the GFS backup
is that it is a DOS batch file and runs from a DOS / CMD shell. By
definition it requires a command line compression utility. 7-zip is
one. It doesn't have a front end and won't require you to migrate.
Furthermore, it's free.
