No - TB's own Account and main config files. Heck, *all* the files!
You should have nothing read only in there!!! Sounds like you have.
And it's not the plugin's config that's being lost, it's TB's
knowledge of its existence!!! Ergo, it has to be a TB config file that
does not have write permission. It may even be Windows folder
permissions.

Whenever settings don't stick on anything, that has to be your first
guess - locked files / folders.
