That doesn't seem to have any effect since I have my cursor
set to be at the top of the quotation and I easily reproduce
the problem.

MicroEd simply repositions the text below the deleted block,
bringing it up to fill the space left after the block
deletion. The editor will not reposition the entire text to
fill the window even though it now can be set to do so.
