If this would be have any sense, then toolbars should replace the standard dialogs button in the quick templates window, on in the preference window, or in the connection center, or in the sorting office window, and so on. Toolbars should group tools, not *replace* actions button like "start", "stop" and "close" in window dialogs as the search window.
