I guess it is being replaced by Customise.

Hmmmm! I didn't know that! I guess one never gets to learn all
possibilities and options TB has. Anyway, it's not strange I didn't know
about this, I'm quite mouse oriented and just use a few shortcuts (I
tend to forget them also) so I never fiddled much with the Shortcut
Editor. Anyway, for the specific case of QTs, which I use a lot, I
prefer 2, 3 or 4 letter handles that I can remember better than
shortcuts. I type the handle and Ctrl+Space.

Maybe it will when Customise is fully fledged and operational.
