In order to change a Keyboard Shortcut you have to make sure the
command you are trying to change is listed in the middle box called
Current Items. When it is, select it and then LMB in the box marked as
None under the Shortcuts Heading. Now type your Shortcut, the word
None should change to Your new Shortcut. Exit and save changes.

Now this is how it is supposed to be done, but does not work in all
cases, so YMMV. Also all the commands you may want to change are not
available to be changed.
