Yes I agree that this is strictly Windows 98 and maybe ME. It has
something to do with handling Unicode in Windows 98. Still looking for
someone else to confirm.

This one is not just in Windows 98. I also have this in Windows 2000.
In threaded view with threads expanded. Here if I use the space bar to
move between messages as long as the next message is in the same
hierarchy or lower the space bar works. If the next message is in a
higher hierarchy then the spacebar fails to move.
