The mailing list mail server uses so-called "greylisting"[1], which
delays mail based on a senderIP/senderAddress/recipientAddress
combination. Once you successfully sent a message, your combination is
whitelisted for around 30 days. Because of your dynamic IP, the
whitelist will never be used, as you always appear with a
not-already-known combination. Best would be to use a SMTP server with
a static IP ;)
