You can even make a shortcut with %TEMP% as target, if you want to visit this folder often. :) It's necessary now and then to clean it out. Anyway, I've observed left-over batXXXX.tmp files many times now, sometimes due to The Bat crashing, but sometimes also when exiting the program normally. It's not easily reproducible, however...
