Because a few billion of them will also have a 192.168.2.12 you won't be able to find out who I am. Seriously though, that's just the IP address my DSL router assigned to this particular PC on a LAN of 4. Everyone who uses a router will have an IP normally between 1 and 20 in the range 192.168.2.1to20.
