This is probably because Windows (Explorer) tries to verify the
signature embedded in TheBat.exe, when you start it.  It's mostly
harmless.

You might be able to get rid of the connection, if you turn off any
"check for revocation" options in your Internet Options control panel.
Though this might make the verification of signatures less secure...
