Yes, it was doing that for the entire beta series and RC series prior to the release of v. 3.5, and has continued through the post-release fixes. Has been reported, but not since the full release of 3.5. Perhaps the entire scrollbar and "empty lines" part of the UI will get addressed sometime pretty soon.
